Russia bans parallel imports of Acer, Asus, HP and other well-known brands of computers

Restrictions on parallel import of computer equipment and components from global manufacturers have come into force in the Russian Federation. In particular, devices and parts from Acer, Asus, HP and Intel have been banned from being imported without the consent of the copyright holders.
This is stated in the relevant order of the Ministry of Industry and Trade of the Russian Federation, which was approved at the end of November 2025 and entered into force in practice.
In addition to consumer and professional electronics, the list of goods allowed for gray imports includes industrial equipment, nuclear reactors, boilers, measuring and optical instruments, as well as plastics and ferrous metal products. The restrictions directly affected products from such technology giants as Fujitsu, IBM, Samsung, Toshiba, and other companies that had previously officially left the Russian market.
Russian officials are trying to convince the domestic market that closing import channels for these brands will not create problems for consumers.
«The exclusion from the list for parallel import of computers and components for them of several brands from unfriendly countries will not lead to a reduction in the range in Russia,» the statement of the Ministry of Industry and Trade of the Russian Federation is quoted by local propaganda media. The department traditionally assures that similar products are supposedly represented in sufficient quantities by Russian manufacturers.
Recall that Russia legalized the mechanism of so-called parallel imports in March 2022, trying to circumvent the mass withdrawal of international brands and technological sanctions imposed due to the full-scale invasion of Ukraine.
This scheme allows the import of original goods into the country through third parties without the permission of the official rights holders. Since then, the list of brands allowed to be imported to circumvent sanctions has been repeatedly adjusted due to lobbying by local companies and attempts to create the appearance of import substitution.
