This is reported by the Defense Express publication with reference to German Aid to Ukraine.
Papperger is allegedly dissatisfied with the speed of construction of the 155-mm artillery shell production plant, and blames the delays on bureaucracy, which is «very high in Ukraine.» In contrast, a similar enterprise in Unterlüss, Germany, which began construction almost simultaneously with the Ukrainian one, has already been completed.
Defense Express notes that Ukrainian bureaucracy can be a serious problem in creating defense enterprises, but Rheinmetall’s plant in Ukraine is still not breaking away from its initial launch plans next year. Armin Papperger’s disappointment is due to the fact that construction could not be accelerated as it was possible to do in Germany.
However, it is the Ukrainian Defense Forces that are in dire need of as many artillery shells as possible to hit the Russian occupation forces. It is noted that Rheinmetall is already planning to double the capacity of its future plant for the production of 155-mm artillery shells in Ukraine to 300,000 per year.
In Ukraine, Rheinmetall already has an active equipment repair plant, is building a plant for the production of artillery shells, and plans to build a plant for the production of anti-aircraft systems.
