The final decision is still to be made by the supervisory board of the AOZ. Romanyukov will act as director until an open competition is held and a permanent head of the agency is elected. Arsen Zhumadilov, on the other hand, prematurely terminated his contract with the Ministry of Defense, citing personal reasons. At the same time, Zhumadilov had previously said that after his departure, the director of procurement, Oleg Klyots, was to take over the duties of the head.
Romanyukov already works with defense procurement. He currently heads the relevant directorate of the Ministry of Defense. In particular, in July he spoke about the transition to more competitive procurement of certain types of ammunition. In particular, the AOZ reported that one of the tenders for 155-mm ammunition allowed to save 16% of the expected cost. But before that, Romanyukov was known for digital projects at the Ministry of Defense. From December 2023 to April 2025, he headed the Directorate of Digital Transformation and worked on the launch of "Reserve +", "Army +", electronic reports and other services. Also, before the full-scale war, Romanyuk was a co-founder of the NGO "Public Control" and helped implement the ProZorro system in the Dnipro and Dnipropetrovsk region. After the start of the full-scale invasion, Romanyukov mobilized into the Armed Forces of Ukraine and served in the 15th separate artillery reconnaissance brigade "Black Forest", where he became deputy battalion commander. In 2023, Kateryna Chernogorenko invited him to the team of the Ministry of Defense, after which he headed the Directorate of Digital Transformation.
