This opinion was expressed by Advisor to the Minister of Defense and military expert Serhiy "Flash" Beskrestnov during a panel discussion at the Kyiv Cyber Resilience Forum 2026.
According to him, large self-sufficient enterprises that were operating before the full-scale war are able to independently find investments and implement projects without state assistance. At the initial stage, the Brave1 support cluster works great for startups, providing grants to teams and successfully “growing” them. However, then a dead end arises.
"When Brave1 has grown a team, then someone else has to take over this manufacturer, for example, the Ministry of Defense or the General Staff. And this is where we have a failure. We have many manufacturers who come to some decision, and then it is not clear what to do with them," the expert explained.
Beskrestnov calls lobbying the main obstacle to the implementation of new technologies.
"We have quite a few problems with lobbying interests. Of course, I don't call it corruption, it's lobbying. Often, it's very difficult for young producers or those who are not in the "favor" to break through somewhere, because there is some official sitting somewhere who has fallen in love with some other producer," he emphasized.
The Defense Ministry advisor urged manufacturers not to remain silent about such cases and to bring them to the public or transfer them to a higher level in order to ensure healthy competition in the country, where each team will have a chance to implement its solutions for the front.
Earlier, Serhiy Beskrestnov reported that he, together with colleagues from the Ministry of Defense, is considering adding a new function to the Army+ application so that soldiers from the front line can send information about enemy equipment and their observations for further analysis by specialists.
