The Rada has adopted a bill that will determine the minimum Internet speed, the quality of which Ukrainians will be able to check independently on their smartphones

Today, December 17, the Verkhovna Rada adopted in the first reading Bill No. 12094 on regulating certain issues in the field of electronic communications. Operators will be required to adhere to certain standards to ensure fast mobile Internet in large cities, villages, and on roads between cities.

Today, December 17, the Verkhovna Rada adopted in the first reading Bill No. 12094 on regulating certain issues in the field of electronic communications. Operators will be required to adhere to certain standards to ensure fast mobile Internet in large cities, villages, and on roads between cities.

Draft Law No. 12094 harmonizes the legal norms of the Law of Ukraine "On Electronic Communications" with the legislation of the European Union, improves the user experience of mobile communication consumers, improves methods of monitoring the fulfillment of license obligations by mobile operators, and improves certain provisions of the law regarding access to the physical infrastructure of electronic communications.

"The parliament adopted bill No. 12094 in the first reading. It is very important for the quality of communication. Now the minimum speed will be determined so that you can download a video in a messenger while on the road or make a call with colleagues. Operators will be obliged to comply with these standards," said the head of the Ministry of Digital Affairs, Mykhailo Fedorov.

What will change after the full adoption of the bill?

  • Internet speed will become a mandatory indicator of communication quality. To do this, the number of megabits per second will be set, and mobile operators will provide services within this standard.
  • Ukrainians will be able to independently check the quality of mobile Internet via smartphones. Information about quality and speed will be transmitted to the regulator of the NKEK sector for analysis. This will help identify network weaknesses and respond promptly to problems. The monitoring system for checking the quality of mobile Internet will be announced later.
  • National roaming will continue to operate after the end of martial law. Ukrainians will be able to continue using the networks of other operators to stay connected in crisis situations.
