Sources among Russian operators say that Roskomnadzor lacks the bandwidth to process all Russian Internet traffic and block banned sites.

The regulator’s equipment, which is installed in the networks of Russian telecommunications operators, filters all their traffic of Russian telecommunications operators. It allows blocking access to prohibited resources using DPI technology (Deep Packet Inspection, deep filtering of traffic by packet content). At the same time, a bypass mode is provided, which allows passing traffic without filtering if the system cannot process it.

Experts from the Russian Federation suggest that the DPI equipment manufactured by RDP.RU (a subsidiary of Rostelecom) has a bandwidth of about 100 Gbit/s. In their opinion, the temporary availability of blocked resources is due to the transfer of all TSPU resources to slowing down Telegram.

Roskomnadzor has previously worried about whether its equipment would have enough power to block Telegram. Currently, it is overloaded not so much by blocking the messenger itself, but by using the built-in proxy.

«It generates a lot of junk traffic that is not similar to Telegram traffic, which creates a load on the TSPU,» one of the experts noted.

As a reminder, Moscow has been experiencing problems with mobile internet and communications for a week now. This has led to a sharp increase in demand for network-independent communication and navigation devices — pagers, landline phones, walkie-talkies, and paper maps.

In addition, for several days now , Russians have been complaining about the work of Telegram. Experts believe that the Russian authorities have begun a complete blocking of the messenger.

According to one version, which telecom experts talk about, the strict restrictions on the Internet in Russia could have appeared due to the fears of the ruler of the Russian Federation Vladimir Putin for his life. They began after the liquidation of the former leader of Iran Ali Khamenei, who was allegedly monitored via the Internet.
