Today, January 16, 2026, Law 4502-IX came into force, which introduces the institution of multiple citizenship, which means a person's simultaneous belonging to the citizenship (subjectivity) of two or more states.
Now citizens of the five partner states and Ukrainians living there will be able to benefit from the new rules.
Law of Ukraine No. 4502-IX "On Amendments to Certain Laws of Ukraine Regarding Ensuring the Implementation of the Right to Acquire and Preserve Citizenship of Ukraine" was adopted by the Verkhovna Rada on June 18, 2025.
The list of countries is determined by the Cabinet of Ministers of Ukraine, as well as in the case of acquisition of Ukrainian citizenship by foreigners who are citizens (subjects) of the specified states.
In November, the government approved a list of countries with which Ukraine is launching a multiple citizenship regime. It includes the United States, Canada, Germany, Poland, and the Czech Republic. Their citizens can obtain a Ukrainian passport without giving up their own, and Ukrainians can apply for a second passport in these countries.
To acquire Ukrainian citizenship, citizens of the countries on the list must comply with all general conditions, namely:
recognition and observance of the Constitution of Ukraine and the laws of Ukraine, which is certified by the person in the application for acquisition of Ukrainian citizenship submitted in accordance with the established procedure;
knowledge of the basics of the Constitution of Ukraine, the history of Ukraine;
proficiency in the state language according to the level determined by the National Commission on State Language Standards.
Exams on the basics of the Constitution of Ukraine, the history of Ukraine, and to determine the level of proficiency in the state language are taken in accordance with the procedure established by the Cabinet of Ministers.
