The government has published the program of activities of the Cabinet of Ministers of Ukraine, which provides for a number of tasks for the Ministry of Defense. One of them is to create the Space Forces by December 31, 2025. What «space goals» are in the document?
«The government is updating the strategic and defense planning system,
forms an updated model of defense forces, including the Space Forces, and
«improves the system of preparing citizens for national resistance,» the document states among the operational goals for the Ministry of Defense.
The program notes that one of the criteria for achieving this goal is the renewal of the defense force structures in connection with the creation of
Space Forces by December 31, 2025. A legal and organizational framework for their functioning must also be formed and conditions must be created for the development of an appropriate scientific program.
Earlier, the Verkhovna Rada registered a bill on the creation of the Space Forces, which was supported by the Ministry of Defense. The goal of the bill is to give the Armed Forces of Ukraine the ability to counter threats from space, in particular missile strikes similar to the Russian attacks through international space.

ratification of the Agreement between Ukraine and the EU on Ukraine’s participation in projects
The EU Space Programme «Copernicus», «Space Weather Events» and
«Near-Earth Objects» .
The criteria for 2026 state that the integrated air/missile defense, cyber component, and space component must achieve «at least 60 percent operational readiness.» Also, by the end of next year, autonomous strike systems, solutions using
artificial intelligence, electronic warfare, aerospace
Intelligence and digital visualization must be integrated into a single digital battle management system.
We will remind that at the end of March 2025, at the International Forum «Space for Ukraine», former Deputy Minister of Defense Kateryna Chernogorenko announced the launch of the Space Policy Department. The Ministry of Defense explained what the concept of «military space» means and whether space initiatives are within the budget of the Ukrainian state budget.
