Apple co-founder Steve Wozniak, who is of Ukrainian descent, criticized the “sledgehammer” approach of Elon Musk’s Department of Government Efficiency (DOGE) to cut administrative costs and mass layoffs in federal government agencies. He also accused Trump and Musk of “intimidation” over the US’s treatment of Ukrainian President Volodymyr Zelensky.

Apple co-founder Steve Wozniak, who is of Ukrainian descent, criticized the “sledgehammer” approach of Elon Musk’s Department of Government Efficiency (DOGE) to cut administrative costs and mass layoffs in federal government agencies. He also accused Trump and Musk of “intimidation” over the US’s treatment of Ukrainian President Volodymyr Zelensky.

DOGE

The Department of Government Efficiency — or “ DOGE ” for short — is an initiative of President Donald Trump created to streamline the federal government and reduce its administrative costs. The department is headed by Musk and assisted by inexperienced 19- to 24-year-old developers.

“I definitely think we should look for inefficiencies in government, but we have a huge department that analyzes step by step,” Wozniak said in an interview with CNBC on the sidelines of the MWC 2025 tech conference in Barcelona.

But he added, “Just mass layoffs… it’s not good for business to operate like this,” referring to the deep job cuts DOGE is making at several government agencies. “You really need to figure out what’s working and what’s not and make changes.”

He noted that while tackling administrative burdens and bureaucracy in government can be a good thing, the process should be done "more surgically, with a scalpel rather than a sledgehammer."

"Elon Musk, I don't know what went through his mind," Wozniak added. "Sometimes you get so rich in these big companies, and you're at the top — it gets hammered into your head, and you're the most incredible person in the world and the brightest, and you're going to dictate to other people what they're going to do."

Ukraine

Wozniak said that Trump and Musk mistreated Ukraine and accused them both of intimidation.

"Bullying is what comes to mind," he told CNBC. "In school, the bully will always pick on the smaller one."

He noted, “I have always preferred small people over big people, and I have always preferred the consumer of the product over the manufacturer,” he added, apparently referring to Elon Musk’s electric car company Tesla.

Ban in X

Wozniak also expressed suspicions that he was banned from X after criticizing the quality of Tesla cars in a television interview.

The Apple co-founder said he had not violated any of the social network's rules and had tried unsuccessfully to unfreeze his account, which he said had been locked for the past two to three months.

“Maybe it’s because I wasn’t on Elon’s side,” he added.

Wozniak owns several Teslas, but says he's not a fan of how Musk's electric vehicles have evolved over time.
