Trump again allowed the free sale of chip manufacturing software to China: why did he do it?

The administration of US President Donald Trump has lifted strict licensing requirements for exports of chip design software to China, which it itself introduced a few months ago.

According to Bloomberg, this step is part of a trade agreement for both countries, and China, in turn, should accelerate exports of critical minerals to the United States.

According to the publication, the US Department of Commerce has already notified three of the world’s leading suppliers of chip design software — Synopsys, Cadence Design Systems, and Germany’s Siemens — that recent requirements for obtaining government licenses to export the said software to China are no longer in effect.

Siemens said it had restored full access to its software and technology for its Chinese customers, while Synopsys and Cadence said they were in the process of restoring such services.

Recall that only in May, Donald Trump administration officials restricted the sale of electronic design automation (EDA) tools to China as part of measures that were a response to Beijing’s restrictions on the supply of rare earth minerals.

Under a trade deal struck last week, Washington promised to allow shipments of chip design software if China was willing to fulfill its part of the agreement.

Bloomberg clarifies that Cadence and Synopsys software is used to design all types of chips: from high-end processors for companies like Nvidia and Apple to simple parts like power regulation components.

Earlier, dev.ua wrote that with his new tariffs , Trump has closed Americans' access to super-cheap goods from China. For Temu, this is a possible loss of over 180 million consumers, and for the US, such a change could cost up to $13 billion annually.

Trump also said at the time that he was willing to lower tariffs if other countries could offer something «phenomenal.» For example, China could receive such relief if it approved a deal to sell a stake in TikTok to the United States.
