«I managed the Cybersource platform — a Visa technology solution — in 17 countries. And in 2022, I became the head of acceptance. However, despite working in the business segment, I began to analyze which unit in the Defense Forces I could join», Dumyniuk said in an interview with DOU.
According to Dumynyuk, who currently serves as Deputy Chief of Staff of the State Special Transport Service (SSTS), behind each soldier on the front line are ten military personnel who ensure his work: from issuing weapons to processing documents. It is these internal processes that require immediate optimization through the implementation of IT solutions.
«Digitalization without changing processes only automates chaos. In fact, this is military business analysis: determining priority processes, describing them, identifying bottlenecks, further simplification and optimization,» emphasizes Oleksiy Dumyniuk.
He said that the Defense Forces have enough IT products, but there are questions about their implementation, intended use, and how units are taught to use these products.
«For example, I can be a cool drone operator and not understand „Orthophoto“. This is a high-precision aerial photo of the area with a display of objects in real coordinates and scale, which the Defense Forces receive from UAVs. But I can be taught,» said Dumyniuk.
According to him, the IT vertical is not developers, but CDTOs, project managers, business analysts, just analysts, technical writers. Support specialists who ensure the correct implementation and use of products, even if they are not developers.
«If they lack IT products, they will turn to Ukrainian manufacturers. We will work with them through open and systematic communication within the deftech ecosystem,» the lieutenant noted.
Recall that last year, Deputy Minister of Defense of Ukraine for Digitalization Oksana Ferchuk said that the Ministry of Defense is planning an IT reform that involves the introduction of digital officer positions up to the battalion level.
