This is stated in the response of the Ministry of Defense to the appeal of the Temporary Investigative Commission of the Verkhovna Rada. The letter was published by People's Deputy Oleksiy Honcharenko.
Honcharenko presented this as a response that the CCC “does not have permission to conduct notification activities during an air raid.” However, the Defense Ministry’s letter itself suggests a somewhat narrower formulation. The ministry explained that the law does not give CCC servicemen the right to stop, detain, or detain people in public places and prevent them from reaching shelter during an air raid.
But the letter also states that there is no separate provision in the legislation that would directly prohibit representatives of the CCC from continuing to notify or check military registration documents already inside the shelter.
Moreover, the Ministry of Defense's response concerns specifically the military personnel of the CCC. Alert groups may also include police officers. The law allows them to participate in the notification and check military registration documents, and in some cases, to conduct administrative detention. Therefore, it is unclear from the Ministry of Defense's response whether this clarification applies to police officers, who may also be part of the notification groups.
