In 2026, the Ministry of Digital Affairs plans to develop a law on artificial intelligence

As explained by the Ministry of Digital Affairs, before implementing legislative limits, the ministry provided businesses with space for innovation and is preparing companies for new rules.
The basis for the introduction of the AI law
First of all, the agency prepared a theoretical and practical basis by publishing a Roadmap and a White Paper on AI Regulation , which help businesses prepare for the European AI Act, and also developed 11 key recommendations for working safely with algorithms.
An important practical step was the launch of the regulatory sandbox (SandBox) : in just one year, the project has collected 90 applications for testing AI products, and 15 technological solutions have already successfully passed a thorough audit by 23 involved experts.
In parallel, the ministry unified industry terminology, releasing the "Dictionary of AI 2.0 Terms" in 2026. This document is now available in a convenient machine-readable format and effectively combines the approaches of lawyers and developers.
In addition, the Ministry of Digital Affairs has united the market: 14 leading technology companies, including Grammarly, MacPaw, SoftServe, and Uklon, have joined forces and created the first organization in Ukraine for the ethical use of AI.
At the same time, active integration into the global context took place - Ukraine officially signed the Bletchley Declaration and the Council of Europe Framework Convention on AI, and also held a series of HUDERIA workshops to assess the impact of algorithms on human rights, which laid a solid foundation for the future draft law.
The next step is a profile law
During 2026, a joint working group will develop a law on artificial intelligence that will take into account the interests of society, the state, and business.
"Ukraine is successfully passing the stage of preparation and self-regulation and is ready for clear legislative rules. This law synchronizes our field with EU rules. Ukrainian developers will be able to confidently enter international markets, and the state will consolidate the status of a global leader in AI transformation," the Ministry of Digital Affairs emphasized.
