The State Service for Special Communications provided clarification on how the list of prohibited software is filled out, and explained the basic principles of this process.
The list, as noted by the department, includes software and equipment if their copyright holders or ultimate beneficiaries are under Ukrainian or international sanctions or if this is provided for by a court decision.
«That is, the key criterion is not the technical assessment of the product’s safety, but the sanction status of the persons who own property rights to it,» the State Service for Special Communications states.
They also added that the State Special Communications Administration is currently developing an order that will determine the organizational and procedural order for maintaining the list.
The State Service for Special Communications noted that if the use of sanctioned software or equipment is detected, the system owner will be obliged to replace such software, and in case of failure to comply with the order, a report on an administrative offense will be drawn up with its subsequent referral to court.
Recall that earlier the State Service for Special Communications published a list of prohibited software, and all programs on this list were developed by the Russian company «1C».
Previously, the IT Ukraine Association supported bill No. 13505 on the rejection of Russian software by 2030.
