"Diia" launches new service "eDumka": local problems can now be solved online

The Cabinet of Ministers of Ukraine has decided to launch the experimental service "eDumka" on the "Diia" portal. From now on, Ukrainians can submit local initiatives, collect signatures, and communicate with the authorities completely in digital format — without paper petitions and queues.

The service aims to create a direct channel of dialogue between residents and local authorities or military administrations, the Ministry of Digital Affairs reports. This will allow officials to respond more quickly to citizens' requests, conduct surveys, and prioritize tasks based on their level of public support.

What opportunities do citizens receive:

  • Submit and track initiatives: create proposals on issues of local importance and monitor their consideration in real time.

  • Discussion and support: the ability to view and support other residents' initiatives with an electronic signature.

  • Evaluation of the work of officials: assessing the quality of official responses and decisions of local authorities.

  • Participation in polls: direct voting in local polls through "Diia".

Who will be able to influence community decisions?

The main innovation is the expansion of the concept of belonging to a community. The right to influence the life of a city or village will be given not only to people with official registration, but also to everyone who is actually connected to the community. Verification will be carried out automatically through state registers without the need to provide paper certificates.

Citizens who have:

  • declared/registered place of residence;

  • internally displaced person (IDP) status;

  • registered real estate in the community;

  • the fact of payment of local taxes;

  • certificate of full-time study at local educational institutions.

The pilot project is designed to last two years. The full functionality of the service is planned to be developed and implemented within the next six months.

The first participants in the pilot project will be authorities and residents of five regions: Vinnytsia, Volyn, Zaporizhia, Ternopil, and Kharkiv. Other communities and military administrations across Ukraine will be able to join the service on a voluntary basis.
