Ukraine signed a memorandum on cooperation in cybersecurity with the European Cyber Competence Center
Ukraine and the European Cyber Competence Center (ECCC) have signed a memorandum on deepening cooperation in the field of cybersecurity. The document provides for strengthening collective cybersecurity, data exchange, and joint counteraction to cyber threats.

The document was signed by both parties during the Kyiv International Cyber Resilience Forum 2025, dev.ua reports.
The memorandum was signed on the Ukrainian side by Deputy Secretary of the National Security and Defense Council of Ukraine Serhiy Demediuk, and on the ECCC side by Executive Director Luca Tagliaretti. The agreement will contribute to the development of rapid response mechanisms for cyber incidents, as well as to increasing the level of cyber protection of critical infrastructure.
The parties agreed on active cooperation in identifying, analyzing and preventing cyber threats, which will contribute to strengthening the cyber resilience of Ukraine and the European Union in the face of growing cyber risks.
Luca Tagliaretti has over 20 years of experience working with European institutions and international organizations, specializing in digital transformation, cybersecurity, and research and development.
Before his appointment as Executive Director of the ECCC in 2024, he held the positions of Deputy Executive Director and Acting Executive Director of eu-LISA, the agency that manages the EU’s large-scale IT systems. Previously, he headed the Global Technical Centre of the Central Bank Counterfeiting Unit at the European Central Bank.
The partnership is expected to contribute to enhanced information exchange between countries, the development of joint initiatives, and the training of specialists in the field of cybersecurity.
