Ukraine may open its own data center with diplomatic status abroad
The Ministry of Digital Transformation of Ukraine is working on the concept of creating a full-fledged state data center abroad. This involves obtaining a separate territory and special diplomatic status by analogy with embassies, which will allow creating an additional level of legal and physical protection for critical infrastructure and communication channels from Russian attacks.
This was stated by Deputy Minister of Digital Transformation for Cybersecurity and Cloud Technologies Vitaly Balashov in an interview with Interfax-Ukraine.
According to the official, the initiative is already in the process of implementation, and Ukraine is studying international experience. In particular, a similar model is used by Estonia, which stores part of its state data in a data center in Luxembourg.
"Currently, we have not agreed on any of the options, first of all, we are working on security issues. However, the very concept of placing state data abroad is interesting to us. This does not mean that Ukrainian legislation will apply in this territory, but such a status will provide additional guarantees for the protection of the infrastructure," said Vitaliy Balashov.
In addition to building a secure data center, the Ministry of Digital Affairs is working on implementing the Secure by Design concept for state IT security. The agency, together with representatives of the Ukrainian IT market, is developing new requirements for the secure development of software purchased by the state. They provide for verification of compliance with security standards directly during software development, and not only after the creation of the final product.
Recall that after the start of the full-scale invasion of the Russian Federation in 2022, Ukraine legalized the possibility of transferring state registers and information systems to foreign cloud storage in order to protect them from physical destruction by enemy missiles.
In the fall of 2026, Russia launched a campaign of attacks on Ukrainian data centers. Against the backdrop of these attacks , the government decided to protect the digital infrastructure in several ways at once. Some systems can be placed underground, some can be transferred to the cloud or abroad, and for individual facilities, all of these options can be combined.
