Ukraine as an example of AI warfare. Access to American neural networks will be a key issue at the NATO summit
The deployment and security of advanced artificial intelligence technologies will be one of the main unspoken issues at NATO’s annual summit in Ankara next week. The United States, with the most powerful AI models in the world, is using them as leverage, while Ukraine’s experience in confronting Russian aggression is being seen by the Alliance as a practical model for waging a new type of high-tech warfare.

The United States, with the most powerful AI models in the world, is using them as leverage, while Ukraine’s experience in confronting Russian aggression is being seen by the Alliance as a practical model for waging a new type of high-tech warfare.
As Politico notes , tech companies like Anthropic and OpenAI have recently unveiled a new wave of models that can find vulnerabilities better than humans. They can be used both to strengthen cyber defenses and to launch large-scale attacks, forcing allies to rethink their global security strategy.
“AI is fundamentally changing the threat landscape, and NATO must adapt accordingly. Every opportunity that AI provides to our adversaries is available to us. The main question is whether we are ready to act first,” said Helen Popp, Estonian Ambassador for Cyber Policy.
European allies, including Germany, have been pushing for access to Mythos since its announcement in April, but initially only a handful of countries, including the UK, were allowed to test the technology. Earlier this month , Anthropic expanded the partnership to include 150 new organizations from 15 countries, including the European Union.
The official agenda of the summit in Ankara includes a track on “emerging and disruptive technologies.” A separate priority will be the technological changes caused by Russia’s full-scale invasion. The war stimulated the rapid development and deployment of innovations, including unmanned systems, both in Ukraine itself and in NATO countries.
“Ukraine is in many ways a model for more effective warfare using AI,” said Laura Galante, a senior fellow at the Center for European Policy Analysis, commenting on the upcoming discussions.
Following a series of Russian hybrid attacks on NATO infrastructure in Eastern Europe, the alliance's member countries last year pledged to invest 1.5 percent of their annual gross domestic product in protecting critical infrastructure, including against cyberattacks.
Recall that in mid-June, Anthropic was forced to urgently block access to its flagship AI models Fable 5 and Mythos 5 at the request of the US government.
Later, information emerged that the White House had allegedly restricted access to the new Anthropic AI model due to fears that Fable 5 would be hacked by the Chinese.
The Trump administration subsequently lifted the requirement for Anthropic to obtain a license before exporting its Mythos and Fable models abroad.
