According to InformNapalm, these materials were obtained by Ukrainian Militant analysts, cyber specialists of the 256th Cyber Assault Division, and volunteers of the international intelligence community. They obtained some of the data back in 2024 and transferred it to the Ukrainian Defense Forces, and publicly disclosed it only after the operational phase of this operation was completed.
Among the published papers are documents on the Polyus-24 research project. They show that this is a state contract No. 3598-ЭГН-Р-2024 dated April 19, 2024, and the subject of the work is defined as conducting intermediate tests of SPO modules. The documents also directly mention the tactical and technical task No. 179/493 from the PKU «military unit 33949» dated February 21, 2024. This military unit is associated with the Foreign Intelligence Service of the Russian Federation in a number of open publications.
The financial part also reinforces the fact. InformNapalm writes that the total cost of the work was approximately $137,000. The largest expense item was labor costs: approximately $58,000. Another approximately $39,000 was allocated for a non-exclusive license to use the source code of the software product «LAN.Processing» under the agreement dated June 10, 2024.
The materials also include the contractor ANO «Center for Problems of Strategic Nuclear Forces» of the Academy of Military Sciences of the Russian Federation. 22 contractors and 5239 standard hours are separately indicated, which allows us to assess not only the budget, but also the real scale of the project. The value of this case lies not only in the availability of documents. They allow us to create a more objective map of the relationships within a sensitive segment of the Russian military-industrial complex: from the customer and the contractor to specific software, labor costs, and the financial model of the work. It is precisely such official details that later become the basis for deeper analytical conclusions, sanctions dossiers, and further cyber investigations.
