The Ukrainian cloud services market has grown more than 5 times in five years.

According to the assessment of Maxim Ageev, co-founder and CEO of De Novo, the volume of consumption of IaaS/PaaS cloud services in Ukraine in 2025 reached UAH 7.2 billion.

According to Ageev, it is not the figure itself that is impressive, but the dynamics. After all, in 2021 the volume of this market was at the level of UAH 1.3 billion, in 2023 - UAH 12.9 billion.

"In five years (2021–2025), the segment has grown more than fivefold — and this is without taking into account donor assistance in the form of cloud capacity from hyperscalers," noted CEO De Novo.

More than 80% of sales of all foreign providers in Ukraine are accounted for by two global providers — AWS and Microsoft Azure. In the segment of Ukrainian operators, 80% of volumes are provided by three companies — De Novo, Gigacloud and the Parkovy data center.

The ratio of shares of foreign and Ukrainian providers changed from 64/36 in 2021 to 80/20 in 2025. One of the reasons is the significant growth in sales of Microsoft services in 2024–2025, as this vendor has discontinued free Azure cloud services for many Ukrainian companies, which they had been using since 2022.

"A unique practice from a market point of view is the donor assistance provided by a group of NATO countries in providing Ukraine's law enforcement agencies with computing resources, communication means, and cyber defense. There is even an unofficial term, "Digital Ramstein." Practically all the money for clouds is received by two companies — Microsoft and AWS. I would estimate these costs at approximately 3 billion UAH, but can they be called market-based? Most likely not. Although the Ukrainian consumer receives ready-made resources, the money goes somewhere outside of Ukraine. But I cannot exclude such a huge chunk from the calculations either. Unlike outsourcing companies, the product of the Ministry of Defense's work remains within the country," Ageev added.

Thus, the total volume of consumption of IaaS/PaaS cloud services in Ukraine, taking into account all factors, can be estimated at over 10 billion UAH or $240 million. For comparison, in neighboring Poland, the IaaS/PaaS market is approaching $3 billion, that is, more than 12 times larger. Russia also demonstrates an indicator of up to $3 billion.

"Despite the conditions of a brutal war and Ukraine's financial dependence on foreign aid, I would assess the forecast for the cloud market as very positive," said CEO De Novo.

He predicts a growth of cloud services of 20–25% in 2026, if the situation in the country does not radically deteriorate.
