Ukraine plans to create a large state defense holding based on Ukroboronprom. The company is to unite other defense assets of the state under its management. It also plans to update its management.
This was announced by First Deputy Prime Minister Denys Shmyhal after a meeting with the Supervisory Board of Ukroboronprom and Acting General Director Ivan Havrylyuk.
According to Shmyhal, the company must simultaneously increase the production of weapons for the Ukrainian military and develop new technologies to remain competitive in the global market. To do this, government officials want to change the approach to managing state defense enterprises.
In a holding structure, the parent company may be responsible for a common strategy, investments, and coordination of the enterprises' work. At the same time, the plants themselves do not necessarily lose their legal independence. But how exactly this will work in Ukroboronprom is still unclear. Which enterprises will be included in the new structure, whether their work will change, and when the reorganization will begin is currently unknown.
The company is also looking for a new CEO. In September 2026, Ukroboronprom announced a competition for the position of CEO, and now they also have to form a full-fledged board.
