The government has identified the reform of territorial recruitment and social support centers (TCC and SP) as one of its top priorities. The strategy for change has already been developed at the Cabinet of Ministers level, and the Ministry of Defense is to implement it. Among the areas of reform are the digitalization of the work of the TCC and strengthening the role of recruiting.
This was stated by the head of the parliamentary Committee on the Organization of State Power, Olena Shulyak, on the air of «Ranok.LIVE».
According to her, the need to reform the CCC is related, in particular, to the public demand for justice and cases of inappropriate behavior by their employees.
«We see that the actions of the CCC do not always correspond to, let’s say, decent behavior. And Ukrainians have a huge demand for justice,» Shulyak said.
The upcoming reform, according to the deputy, should change the approaches to the work of the CCC. One of the directions is the wider use of digital tools.
At the same time, it is planned to shift the emphasis from forcibly sending people to training and service to recruiting.
«All the things that can be introduced in the new reform, where it is possible to include digitalization, where it is possible to directly change the approaches themselves, should be based more on recruiting, and not on somehow forcibly sending people to study and then, accordingly, to service,» Shulyak noted.
She added that the team that previously worked with Mikhail Fedorov and was preparing the relevant changes remained in the Ministry of Defense. According to the deputy, this team can bring the work started to completion.
Shulyak confirmed that there is already a separate strategy for reforming the CCC at the government level. «In fact, we can say that there is a certain strategy for reforming the CCC, which was developed at the government level, and now the Ministry of Defense will implement it,» she said.
According to her, the CCC reform has also been officially enshrined in the government’s action plan as a top priority. However, a full list of upcoming changes, their timelines, and specific digital tools that are planned to be implemented have not yet been publicly presented.
Previously, the Verkhovna Rada also registered draft laws aimed at strengthening the liability of CCC employees for illegal detention of people and other violations during mobilization events.
Mikhail Fedorov also previously voiced his plan for reforming the CCC.
