As reported in his Telegram channel by the Acting Minister of Digital Transformation, Oleksandr Bornyakov, financing of digital projects will now take place through the DREAM system. Applications will be submitted, evaluated and selected in it. It is through this procedure that the PlayCity agency will be able to submit a project for the development of the second stage of the state online monitoring system.
The mechanics look like this: The Ministry of Digital Affairs announces the selection and defines the criteria, after which the application is submitted through DREAM and is evaluated by the commission. If the project is approved, it receives funding, and then PlayCity holds an open tender for development.
The online monitoring system itself is a technical platform that should connect to gambling operators and collect data on all transactions in real time. This includes bets, winnings, cash flow, and financial flows. Unlike reporting that companies submit with a delay, such a system allows the state to see the actual data immediately, without manual intervention.
The second phase should expand these capabilities: add more integrations with operators, automatic analysis of transactions, and centralized data accounting. This will also allow for faster detection of suspicious transactions and control of completeness of tax payments.
At the same time, the adopted resolution does not mean the immediate start of development. So far, only the financing mechanism has been opened, and the project must undergo selection, evaluation, and tender.
The first version of the online monitoring system has already been developed as a tool for connecting operators and collecting basic data. The second phase should actually make it a full-fledged digital market infrastructure: with constant transaction collection, automatic analytics, and centralized access for the state.
Danylo Hetmantsev appealed to the Prosecutor General due to alleged violations surrounding the gaming monitoring system (DSOM) and the State Enterprise «Diya»
