The study indicates that the number of civil servants who declared crypto has increased by 30% and is 2,783 people. The most popular cryptocurrency was USDT from Tether, followed by Bitcoin and Ethereum.
In 2025, officials indicated USDT worth over $7.1 million. The largest number of coins belongs to the head of the Transcarpathian Court of Appeal, Hanna Fazykosh, who declared USDT worth over $1 million.
Ukrainian officials also declared 376 BTC (about $25–26 million). The largest BTC holder is Oleksandr Kizlyar, a deputy of the Khmelnytskyi district council. Together with his wife, he owns 100 Bitcoin coins.
Kizlyar also leads the rating of Ethereum owners in Ukraine. Previously, Incrypted reported that the most ETC is owned by Roman Danylyshyn, an officer of the civil-military cooperation department of the Svyatoshyn CCC, who declared 4,716 ETH. However, he later filed a corrected declaration, in which he indicated that he actually owns 4,716 USDT.
