Ukraine is considering the option of electronic voting in the next elections. How is this possible?

European models of electoral legislation, including electronic voting, could be used to hold elections in Ukraine shortly after the end of the war with Russia.

«We need to understand how we can democratically hold elections using the best and most effective practices,» POLITICO writes, citing the words of Olena Shulyak, head of the committee on the organization of state power in the Ukrainian parliament.

The government official highlighted the problems that stand in the way of elections while the country is at war, including:

  • holding elections during martial law and active hostilities is unconstitutional,
  • There is a problem with the electoral register, because people have gone abroad and according to various estimates, there are 6.5 million internally displaced persons alone.

Olena Shulyak added that they are looking for a solution that, even after the war, will allow citizens scattered around the world to vote, including on Ukrainian territory controlled by Russia.

The following possibilities are being considered:

  • voting by mail,
  • voting abroad on election day,
  • proxy voting,
  • online voting.

«We are interested in [the nuances of] electronic voting and [the] technical assessment of other alternative voting options, including from an IT security perspective,» the government official said. According to her statement, it will take «at least six months» to hold elections after martial law ends.

Let us recall that earlier, back in 2023, Mykhailo Fedorov, head of the Ministry of Digital Transformation, emphasized that there would be no e-elections in «Diya». «There is no such task and we are not working on elections in „Diya“, and the CEC is not involved in this, and the parliament is not developing a law,» he said at the time.

dev.ua has sent a request to the Ministry of Digital Affairs regarding online elections, but has not yet received a response.
