Today, September 1, the Verkhovna Rada of Ukraine failed to vote on draft laws No. 15460 and No. 15112d, which provided for the abolition of tax benefits for international postal items worth up to 150 euros.

There were not enough votes in the hall to approve the documents: only 194 people's deputies voted for bill No. 15460, and 198 for bill No. 15112d (out of the required 226). As a result, the initiatives were sent to the subject of the legislative initiative for further development (this decision was supported by 244 people's deputies).
As a reminder, in July, the Cabinet of Ministers of Ukraine approved and sent to parliament a draft law on changing the rules for taxation of goods from foreign marketplaces. The government initiative aimed to cancel the VAT exemption for foreign parcels up to 150 euros.
Government bill No. 15460 provides for the abolition of the tax benefit (VAT exemption) for international postal and express shipments worth up to 150 euros. The purpose of this document is to introduce a European model of e-commerce taxation, equalize conditions for Ukrainian and foreign sellers, and attract about UAH 10 billion per year to the state budget. The adoption of this reform is also one of the requirements of the IMF and the EU.
Bill No. 15112-d provides for the introduction of 20% VAT on international parcels worth up to 150 euros and a change in the e-commerce taxation model according to European Union standards.
