The bill provides for amendments to Article 23 of the Law of Ukraine "On Mobilization Training and Mobilization." According to them, conscripts and reservists aged 18 to 25 who signed a one-year contract during martial law and have already been discharged from service may receive a deferment.
The document provides that such citizens will receive a deferment from re-conscription for a period of 12 months after discharge.
The need for such changes lies in the fact that conscripts and reservists under the age of 25 who have been discharged from service lose the right to a deferment from mobilization and can be called up the very next day after being registered for military service.
"Thus, establishing a new basis for deferring military service during mobilization will provide conscripts and reservists with time for rest and medical and social rehabilitation (if necessary)," the explanatory note to the bill states.
