This is stated in the study by DataDriven, «Game changer: how the opening of exports will affect Ukrainian UAV manufacturers,» the main data from which was published by DOU.
Analysts emphasize: during the full-scale invasion, the rate of drone production increased hundreds of times. If at the beginning of the war Ukraine produced only a few thousand devices per year, now we are talking about millions of units. In 2024 alone, the Ministry of Defense and the State Special Communications Service purchased 1.5 million drones for the needs of the front.
Today, there are over 500 drone manufacturers in the country, creating more than 1,000 models of various types. The FPV segment dominates — 80% of the market is in the hands of just four companies. At the same time, 96% of all state purchases in 2023–2024 fell to domestic manufacturers, which became possible thanks to programs such as Brave1, the «Army of Drones» and the creation of the Unmanned Systems Forces.
Investments and trends
In 2024, the volume of investments in the field reached over $60 million. Startups attracted from $1 to $3 million in seed rounds, and more mature companies have the potential to receive tens of millions. A trend towards mergers and acquisitions (M&A) is forming in the market: about 30% of companies are ready to either buy competitors or sell a share of the business.
Another trend for 2025 is a shift in emphasis from hardware to software. Ukrainian manufacturers are starting to focus on developing autonomous navigation systems, artificial intelligence, and electronic warfare countermeasures. This will not only improve the efficiency of drones, but also increase their value on the international market.
Export and main challenges
Opening up drone exports is seen as a key to diversifying sales. This will reduce companies' dependence on government contracts, generate foreign exchange earnings, and create additional opportunities for R&D. However, the path to the global market is not easy: analysts point to fierce competition from Western corporations, dependence on Chinese components (a problem for NATO), and bureaucratic licensing and certification procedures.
Separately, the need for in-house component production is noted. Up to 70% of FPV drone parts can be manufactured in Ukraine, which would reduce dependence on imports and compete with Chinese manufacturers.
President Volodymyr Zelenskyy said in June that Ukraine is capable of producing up to 8 million drones annually, but funding remains a major obstacle. In addition, in 2024, more than 1.7 million units of military equipment were not produced due to a lack of state contracts.
Previously, dev.ua also wrote about how the Ukrainian long-range drone FP-1 is entering mass production at a rate of approximately 3,000 units per month. This is comparable to the production volumes of the Russian Shahed-136Yu, but at the same time, the cost of the FP-1 is significantly lower.
