Chief of Staff of the 12th Brigade of the National Guard of Ukraine "Azov" Bohdan Krotevych criticized the idea of introducing a digital rating of combat effectiveness, which the Ministry of Defense announced the other day.
"Enemy losses in a direction depend on many factors. Yes, one of them is the commander's decision. And if this were the only factor, then okay, we could make statistics on enemy losses and losses of our forces," the military man noted.
He cites a dozen reasons that influence combat losses: from personnel composition and personnel training time to morale, time spent on the front line, intensity of combat operations, etc.
Krotevych wonders what such ratings will affect?
"That according to the rating, weapons and equipment will be distributed, or brigade commanders will be appointed to positions? Yes, statistics exist, it is not public and the General Staff has it, it simply does not work. There are many ways to "f*ck" the FPV into one and the same tank, and present one tank as 10 — from different angles, by different units," he explains.
The Azov chief of staff adds that statistics should not encourage or punish, and that they exist for analysis. “Each issue must be studied separately, why it happened that way, why it works there and doesn’t work here — and draw conclusions. Maybe the person is not the right one, maybe the conditions are not the right ones, maybe the generals set him such tasks “forward forward,” the military writes.
Bohdan Krotevych came in a comment on the social network "X" to the Deputy Minister of Defense for Digitalization Kateryna Chernogorenko.
"Haven't you thought that in pursuit of "results" commanders can organize inadequate operations at the expense of the lives of personnel. And this whole "rating" of yours is all for one place, because there will be no publication of the results of the losses of their personnel. There is already a complete mess going on with various units "painting over" their own achievements, as well as lies about the loss of positions just because there are "statistics," the military man asked.
To which Kateryna Chernogorenko replied that until now the reports were submitted in paper form, so it was difficult to verify the information in them. The Ministry of Defense wants to make them digital and much faster.
Data from these reports will be able to be verified through the DELTA combat system with photos, videos, coordinates, etc. This data will give a real picture of what is happening on the front.
"It will not be possible to imitate the result, because confirmation will be necessary. We are ready to hear, to respond to suggestions. But it is time for dashboards and data, not hypotheses based on something unclear. This will launch the processes that were voiced in your question. In addition, it will provide an understanding of how to better use the equipment. For example, whether certain shells are effective or at what time of day it is best to launch certain types of drones," the official noted.
Recall that on January 3, the Ministry of Defense announced that it is launching a digital dashboard of unit effectiveness. In the first stage, units of the Armed Forces of Ukraine and the National Guard will be able to submit daily reports on enemy defeats through the "Army+" application.
The ministry believes that the new function will allow:
— Keep an objective record of confirmed enemy losses.
— Have the ability to constantly evaluate the effectiveness of commanders and units according to clear criteria.
— Analyze the effectiveness of different types of weapons and ammunition on the battlefield.
— Optimize the production and supply of the most effective weapons.
As part of the pilot project, hit reporting will be available only for individual units. If successful, the project is planned to be expanded to all parts of the Defense Forces.
