The EU launches the EDIP program and opens the way for Ukrainian defense startups to the European market
The European Union has approved the European Defense Industrial Program (EDIP), under which Ukraine will receive 300 million euros to modernize its defense industry and integrate it into the EU defense ecosystem.

As reported by "Military", the decision of the EU Council became the final step of the legislative procedure. The EDIP Regulation is planned to be signed on December 17, 2025, and it will enter into force the day after its publication in the Official Journal of the European Union. The total budget of the program for 2025-2027 is 1.5 billion euros.
The key for Ukraine is 300 million euros under the “Instrument for Ukraine Support”. These funds will be used to modernize enterprises, support arms manufacturers and integrate them into the wider supply chain of the European defense industry. In fact, this is an “entry ticket” to a market where defense contracts are measured in billions.
EDIP specifically emphasizes support for small and medium-sized enterprises, mid-cap companies, and defense startups. The program should simplify their access to joint projects, as well as to tenders for the supply of components for communication systems, sensors, drones, and other high-tech equipment. For Ukrainian defense tech teams, this is a chance to "join" European consortia not only as contractors, but also as full partners.
A separate block of EDIP concerns joint procurement. The EU will finance contracts involving at least three countries, including Ukraine, aimed at creating or maintaining pools of finished defense products. This allows for planning production in large series rather than short one-off batches, which is critical for factories and R&D teams.
The program regulations also establish requirements for the origin of components. The share of components from outside the EU and associated countries, as well as from Ukraine (within the framework of a separate support instrument), must not exceed 35% of the cost of the final product. This norm simultaneously protects the European production base and creates clear rules of the game for Ukrainian suppliers planning to participate in joint projects.
EDIP also formalizes for the first time a mechanism for the security of supply of defense products in the EU and sets a framework for long-term cooperation in the field of armaments between member states. For Ukraine, this means not only new grants, but also the opportunity to establish itself as a permanent technological partner: from components to full-fledged systems created together with European players.
