Zelenskyy signed a law that obliges operators to provide fast internet
President Volodymyr Zelenskyy signed Law No. 4670-IX on Improving the Stability and Quality of Mobile Internet and Communications. It officially establishes minimum internet speed requirements and allows for the transmission of speed test results to the National Commission for the Evaluation of Mobile Internet Services.

«Stable mobile Internet should be available in any corner of the country… This is another important step towards fast and predictable mobile Internet for all Ukrainians,» commented the head of the Ministry of Digital Affairs, Mykhailo Fedorov, on the signing of the law.
The law stipulates that the number of megabits per second becomes the official quality indicator that companies are required to adhere to.
In addition, users will be able to independently perform speed tests on their smartphones, and the data will be sent to the regulator NKEK. This will help to quickly identify problem areas, gaps in communication, and demand improvements from operators.
Law No. 4670-IX also lifts the moratorium on scheduled inspections of license implementation. The Ministry of Digital Affairs believes that this will encourage operators to more actively build networks in rural areas and cover areas where there is still no connection.
The law also provides that national roaming will operate after the end of martial law, so that users can switch to other operators for communication during emergencies.
«In the event of war, blackouts, or emergencies, the national electronic network management center will be able to turn on national roaming so that Ukrainians are not left without communication even during crisis events,» noted People’s Deputy Oleksandr Fedienko.
