Prozorro representatives told LB about this amid the scandal surrounding the purchase of fiber-optic FPV drones for the military.
In the closed module, Prozorro divides information into that which can be shown to everyone and that which is accessible only to procurement participants, the customer, and regulatory authorities. At the first stage, manufacturers undergo qualification. Details of specific procurements are subsequently visible to companies that have passed this selection.
But the following details are hidden from third-party users:
constituent documents and part of the data on the participants;
legal and physical addresses;
product storage areas;
logistics routes;
accurate delivery times;
personal data of the representatives of the parties.
However, the customer and authorized control bodies see the full set of documents. Also, the procurement itself does not necessarily disappear completely from Prozorro. For example, the subject of the procurement, its budget and terms of implementation may remain in the public part.
Prozorro also noted that the system is not currently designed to work with information that is officially restricted, so certain sensitive procurements cannot be conducted using it. To do this, its technical architecture must meet separate information protection requirements that have not yet been implemented. This is what the Ministry of Defense previously explained why certain defense procurements are conducted outside the electronic system.
The discussion around the capabilities of the closed Prozorro has intensified due to the purchase of fiber-optic FPV drones. The Defense Procurement Agency conducts it outside the electronic system, so documents are sent to a certain circle of manufacturers by email, after which the companies submit their price offers.
The manufacturer "General Chereshnya" insisted that the procurement should be carried out through the closed module Prozorro, and challenged the chosen procedure in court. However, the court dismissed the company's claim, and the appeal left this decision in force. The judges agreed that for such procurements the law allows the Ministry of Defense to independently determine the procedure.
Previously, dev.ua wrote that in April the Ministry of Defense changed the procurement mechanism for fiber-optic drones due to sharp fluctuations in component prices.
