Russia is behind this strike. It is she who committed another war crime. But the investigation is also establishing circumstances that could have increased the scale of this tragedy,» the Prosecutor General reported on his Telegram channel.
According to him, the event was not coordinated with the military command, regional and district military administrations, as well as other authorized bodies.
«Invitations were sent nine days before the event, and the exact location and time were announced 24 hours in advance. The investigation is investigating whether these actions could have contributed to the enemy having the opportunity to prepare a targeted strike,» Kravchenko added.
Another point that the Prosecutor General drew attention to is that over 300 people were invited to the open location, but the nearest shelter was only 34 square meters in size. In his opinion, this indicates that «hundreds of people were in conditions of obvious security risk from the very beginning.»
According to the Prosecutor General, the main organizer of the event has been detained and the court is to choose a preventive measure for him. He is under escort at a medical facility due to «minor injuries» he himself suffered after the enemy attack.
In addition, «urgent searches were conducted at the association’s office and at the residences of persons who may be involved in the organization of this event.»
