Thanks to Ukrainian hackers and an international investigation, the supply of sanctioned military equipment worth millions of euros to the Russian Federation via India was disrupted
The international intelligence community InformNapalm, using data obtained from the Ukrainian hacker group “256 Cyber Assault”, conducted an investigation and exposed a scheme for supplying sanctioned military equipment to the Russian Federation through an Indian company. Using information intercepted from the Russians, it was revealed that the sanctions circumvention scheme was organized by the Russian company EMT, which ordered European sanctioned equipment through the Indian company Park Controls & Communications and paid for the order in rupees through Sberbank India. The Indian side entered into a criminal conspiracy with the Russians and tried to deceive the European manufacturer, assuring that India was the end user and that the goods were not being transferred to Russia.
EMT Limited Liability Company supplies almost all types of equipment and technical means used during ground and flight (proving ground, running) tests of products in the aerospace, shipbuilding, automotive, radio electronics and other industries. The company was subject to US sanctions on October 30, 2024, but this did not prevent the Indian company from doing business with the Russians.
India's Park Controls & Communications (PCC) has a diverse portfolio of products, including telemetry data acquisition systems, precision timing and control systems, and various other components for the air, naval, and land forces, according to its website.
For example, in September 2023, the Russian enterprise ZAO Zenit-Investprom (Krasnogorsk) ordered from LLC EMT the supply of foreign equipment from the French company HGH Infrared Systems with related services for the amount of 59 million Indian rupees.
The French company does not supply this equipment to the Russian Federation. Therefore, the Russian EMT purchased this product through India:
the customer is a Russian company that is part of the largest Russian defense corporation ("Zenit-Investprom");
the supplier is a Russian company under sanctions (LLC "EMT");
intermediary — an Indian legal entity that explicitly states that it is a supplier for the needs of Indian defense (PCC Pvt. Ltd.);
The product is sanctioned equipment of French origin, used to test night vision devices and thermal imagers.
The Indians sent the Russians not only sanctioned equipment and software keys for it, but also duplicated all their correspondence with European manufacturers. Moreover, representatives of the Indian company provided consultations for the adjustment of equipment already installed in the Russian Federation on the territory of PJSC Krasnogorsk Plant named after S. A. Zverev for Zenit-Investprom.
The European manufacturer stopped supplies after being informed of the Indian company's unscrupulous actions, which became clear from correspondence between the Russian and Indian companies.
"Having all the evidence, documents, and correspondence in our hands and having tracked the movement of the equipment, we officially asked the French manufacturer of the collimator stand, HGH Infrared System, for a comment. The manufacturer responded quickly to our request, answered all clarifying questions, and based on the totality of facts and cross-evidence that we saw from the correspondence between the Russian and Indian sides, we have no doubt that the manufacturer responsibly complied with the sanctions regime and acted adequately to the situation," the InformNapalm intelligence community notes .
But the Indian PCC also performs a number of other contracts for the Russian defense industry.
Also, from the received documentation it is clear that the analogue of the French equipment is the Israeli company CI Systems. And if the Russian side does not solve the problem with the French collimator, then they will obviously turn to the Israeli counterpart. Moreover, similar equipment - the METS-S collimator (produced by CI Systems) is located at the enterprise Joint-Stock Company "NVO "Orion" in Moscow, which has not been used since 2022.
