"Ukraine is more technologically developed." Zelensky explained why Ukrainian strikes on Russian data centers cause more damage

According to Ukrainian President Volodymyr Zelensky, Ukraine's digital infrastructure has withstood numerous Russian attacks thanks to a decentralized approach, and retaliatory strikes have proven significantly more painful for the enemy due to the high centralization of its systems.
He said this in an interview with The Sun. The President noted that the Russian Federation has been carrying out systematic attacks on Ukrainian cyberspace and data infrastructure for a long time. Despite this, mobile communications and the Internet continue to operate stably in Ukraine, which indicates a high technological level and flexibility of the system.
"Many people did not see that Russia had been attacking our data infrastructure and cyberspace for a long time. Then we found a way to weaken the Russian strategy, to respond to their attacks on our data centers. This is where we differ. Ukraine is more technologically developed," said Volodymyr Zelensky.
According to him, the key difference between the parties lies in the architecture of the systems and the approach to protection. While the Russian Federation relies on a significant number of air defense systems to cover centralized facilities, Ukraine, due to the shortage of air defense assets, has gone the way of deep decentralization of data and other critical resources. All response measures are implemented exclusively after Russian attacks.
It was previously reported that the Ministry of Digital Transformation of Ukraine is working on the concept of creating a full-fledged state data center abroad . This involves obtaining a separate territory and special diplomatic status by analogy with embassies, which will create an additional level of legal and physical protection for critical infrastructure and communication channels from Russian attacks.
