Kyivstar pointed to an increase in the price of electricity for enterprises, which rose by 60% during evening peak hours.
«Due to frequent power outages, the need for fuel for generators and logistics has also significantly increased. In November 2025, fuel consumption increased by more than 7.5 times compared to the summer period. Such costs are critical to maintaining network stability around the clock», the company reported.
Because of this, starting from December 18, 2025 and throughout the beginning of 2026, the terms of some subscription tariffs will be gradually updated, and starting from January 1, 2026 and within several months, some contract and business tariffs. Kyivstar added that subscribers will have the opportunity to increase the volume of certain services in the tariff without additional payment.

From December 18, 2025, Kyivstar is also expanding the list of countries where «Roaming like at home» is available. Subscribers will be able to use the tariff conditions as in Ukraine, as well as «Superpowers», packages of minutes, SMS and gigabytes in 32 countries around the world. The following countries are added to the list of «Roaming like at home» countries: Iceland, Norway, Liechtenstein and Cyprus.
Kyivstar noted that they will stop serving the following applications without traffic charging: Telegram, Facebook messenger, Viber, WhatsApp, Google Maps and Apple Maps, Booking, AirBnB, Skyscanner, Tickets.ua.
However, the My Kyivstar and Helsi applications will no longer be charged.
Earlier, Vodafone announced that it is introducing the «Roaming like at home» principle into its tariffs on the eve of Ukraine’s accession to the single EU roaming space. Ukrainian subscribers will be able to use tariffs in EU countries without additional charges.
In addition, the mobile operator lifecell decided to terminate some tariffs from December 15. In order not to lose access to international roaming, users will need to switch to other packages, which will include a certain amount of mobile Internet traffic in the EU at no additional charge.
Recall that in the summer, the European Commission agreed to grant Ukraine a «roaming visa-free regime». This will allow Ukrainians not to pay for roaming when making phone calls and using mobile Internet in the EU.
