In order to credit the user with 10% cashback for the purchase of Ukrainian goods under the «National Cashback» program, the government needs data exclusively on transactions related to the purchase or return of the relevant goods. These are goods that participate in the program, bought in trade establishments that participate in the program. Permission to transfer transaction data for these purchases is provided by the program participant if interested in participating in it. Information about the specified payment transactions is the basis for calculating cashback for specific purchases.
The government does not need and does not request data on other transactions from banks for the implementation of the «National Cashback» program. In a letter to banks, the Ministry of Economy emphasizes that demands from banks to provide consent for the disclosure of other data are impractical.
Funds under the «Winter is Support» program are credited to the National Cashback card. A citizen can open such a card in the application or branch of one of the partner banks of the program. If a citizen is not interested in participating in the «National Cashback» program and plans to use this card only to receive funds under the «Winter is Support» program, banks should not require consent to disclose information about transactions from personal accounts or other personal data that not directly related to payment.
Citizens can close the National Cashback bank card or revoke the granted permission at any time. For this, you need to contact the bank’s support.
In its letter, the Ministry of Economy appeals to the banks to bring their contracts with clients and other documents into compliance with the provided clarifications.
