14 leading Ukrainian IT companies have created Ukraine's first self-regulatory organization in the field of AI by signing a memorandum. The companies will develop innovative products in compliance with the principles of safe use of AI, proclaimed in the Voluntary Code of Conduct .
Each company undertakes to submit a report once a year or more often describing how it integrates ethical principles into the development, implementation and use of artificial intelligence. The report was developed by the companies together with the Ministry of Digital Affairs, the Center for Democracy and the Rule of Law, and the IT Ukraine Association .
"The launch of the self-regulation process and the creation of a self-regulatory organization is a bold step by Ukrainian business towards the development of truly ethical use of artificial intelligence. Ukraine once again demonstrates itself as a pioneer in this area. The Center for Democracy and the Rule of Law is pleased to be the initiators of this process, together with the Ministry of Digital and the Committee on AI. Currently, CEDEM performs the functions of its secretariat. The creation of a self-regulatory organization and the start of the self-regulation process once again prove that it is Ukrainian companies that are able to set the tone for the responsible development of technologies in the world," said Olga Petriv, a lawyer in the field of artificial intelligence at CEDEM.
Participating companies will independently monitor compliance with the principles of using AI. They will be assisted in this by CEDEM and IT Ukraine, which have joined the organization's Secretariat.
“This initiative is an example of how the Ukrainian IT community is ready to take responsibility for the development of artificial intelligence. We at the IT Ukraine Association are happy to join the process as part of the Secretariat and support the formation of ethical and understandable rules in this dynamic field. We believe that self-regulation will become a solid foundation for trust, development and international partnership in the field of AI,” commented Maria Shevchuk, Executive Director of the IT Ukraine Association.
Ukraine is moving towards the formation of legislation in the field of AI to protect citizens, the state and businesses from the risks of AI. The implementation of AI legislation is also part of Ukraine's European integration.
In June 2024, the Ministry of Digital Affairs presented the White Paper on AI Regulation , a document that describes in detail the approach to implementing future regulation of artificial intelligence in Ukraine and the steps towards it.
The first stage is a period of self-regulation — when companies independently, with the support of the state and specialized organizations, implement ethical standards in the development of their products. Ethics allows companies to more easily enter international markets, gain the trust of investors, partners, and users.
