The government has adopted a resolution that makes the reservation system for military conscripts more stringent and closes several obvious loopholes.
To maintain the status of a critically important enterprise and reserve employees, the average salary at the enterprise must be at least three minimum wages — UAH 25,941. Currently, it is 2.5 minimum wages, or UAH 21,618.
The exception is enterprises in frontline territories: for them the threshold remains at UAH 21,618.
If an employee has a deferral or works at multiple companies, they are now counted towards the 50% quota for only one workplace. Previously, there was no such restriction, and companies could de facto book more people than allowed.
Ministries, Central Executive Authorities, and OVAs must re-approve their own criticality criteria — agreed with the Ministry of Defense and the Ministry of Economy — within a month. After that, all enterprises already recognized as critical must confirm their status under the new rules within three months.
Important: During the transition period, existing reservations will be preserved. This means that no one will be automatically unbooked.
