The study, initiated by the Ministry of Digital Transformation of Ukraine, is conducted every two years to measure progress and determine further steps in the development of digital literacy.
According to the study, 42% of adults and 70% of teenagers already use AI tools, and every second Ukrainian has made a decision at least once based on communication with artificial intelligence.
"We have been developing the "Action.Education" project for six years, and today, according to the results of the study, 58% of the adult population has at least a basic level of digital literacy. Such dynamics create conditions for the development of IT, digital entrepreneurship, creative industries and the high-tech sector," emphasized Mykhailo Fedorov, First Deputy Prime Minister and Minister of Digital Transformation of Ukraine.
The study found that Ukrainians with high levels of digital skills earn an average of five times more than those without them. And for 59% of respondents, digital literacy has opened up new professional opportunities.
This year, the study included people with visual impairments for the first time. They demonstrate a high level of digital engagement, but only 3% have a level of “above basic.” The main reason is the limited adaptation of online services to technologies that help people with visual impairments use the Internet.
