The government has appointed 5 new deputies to Fedorov at the Ministry of Digital Affairs. Who are they and what areas will they lead?
The government has appointed five deputies to the First Deputy Prime Minister, Minister of Digital Transformation Mykhailo Fedorov. Four of them developed their careers within the Ministry of Digital Transformation, while the fifth, Vitaly Balashov, moved to the civil service from EPAM Digital. According to Fedorov, this is the beginning of the «Ministry of Digital Transformation 2.0».

«For the past six months, the Ministry of Digital Transformation has been undergoing a large-scale transformation. After implementing the OKR management system, we realized that a complete reboot was needed to increase efficiency. Therefore, we are now transitioning to a new operating model, optimizing internal processes, and integrating artificial intelligence into all areas — from legal to HR», — Fedorov said.
According to the Ministry of Digital Transformation, the 5 new Deputy Ministers of Digital Transformation are: Valeria Koval, Stanislav Prybytko, Zoryana Stetsyuk, Natalia Denikeeva, and Vitaliy Balashov.
Vitaliy Balashov — Deputy Minister of Digital Transformation for Cybersecurity and Cloud Technologies
Balashov worked at EPAM Digital LLC and is currently a military serviceman and part-time programmer at the Financial Management Department of the General Staff of the Armed Forces of Ukraine.
At the Ministry of Digital Transformation, he will be responsible for cybersecurity and the development of cloud technologies.
Natalia Denikeeva — Deputy Minister of Digital Transformation for Digital Economy
She has been with the Ministry of Digital Transformation team for over 5 years. She started as a department head.
Now he is responsible for projects to develop the digital economy — from Diya.City and Code.ua to supporting startups and innovative businesses, as well as for digitalization and policy formation in the gambling business.
Valeria Koval — Deputy Minister of Digital Transformation for the Development of the Ecosystem of Digital and Offline Personalized Services
She has been on the team since the very beginning of the creation of the Ministry of Digital Transformation. Prior to that, she worked as a digitalization expert at the state agency for e-government.
He will now be responsible for the development of digital and administrative services.
Stanislav Prybytko — Deputy Minister of Digital Transformation for the Development of Digital Infrastructure
At the Ministry of Digital Transformation since 2020. Started as head of the mobile communications development department, later headed the department of electronic communications and radio frequency spectrum.
Now responsible for the development of digital infrastructure. The focus is on the basis of digitalization — sustainable mobile communications and the Internet.
Zoryana Stetsyuk — Deputy Minister of Digital Transformation for Digital Governance, Data and Digital Infrastructure
She has been with the Ministry of Digital Transformation team since 2019, starting as a state expert in process reengineering.
Now he is responsible for the development of the GovTech direction — the digitalization of all government bodies, the development of modern electronic registers, and systemic interaction with CDTO.
The Ministry of Digital Transformation added that Oleksiy Vyskub will remain in the position of First Deputy, and Oleksandr Bornyakov will remain as Deputy for European Integration.
«This is the beginning of the transformation into the Ministry of Digital Transformation 2.0. The goals are becoming more ambitious, their number is increasing. New personnel appointments are the path to efficiency thanks to a new mission, vision, HR strategy, values, and changes in the organizational structure», — Mykhailo Fedorov commented on the new appointments. He added that the Ministry of Digital Transformation has recently undergone more than 70 personnel changes.
