The Cabinet is preparing 5G frequencies in two bands for a tender. What is most interesting is that the military will also be able to deploy private 4G/5G networks. Here's what we learned

The changes provide for the allocation of radio frequencies for the launch of 5G. We are talking about a 30 MHz band. Interestingly, in the previous version of the project, officials wanted to allocate only 20 MHz.
30 MHz is theoretically enough for 3 licenses of 10 MHz each. This will allow three mobile operators — Kyivstar, Vodafone Ukraine, lifecell — to purchase radio frequencies in the upcoming tender (if they so wish).
It is expected that the frequencies will be developed in the second half of 2026.
Also, under 5G, another range is added to the table: 300 MHz. This year, 5G test zones in Lviv, Borodyanka and other settlements are operating in these frequencies. And after the resolution is adopted, it will be possible to hold tenders for these radio frequencies. This could be 3 lots, 100 MHz each. But, as stated in the project, this will become possible after determining the conditions of electromagnetic compatibility with military radio-electronic means.
At the same time, it is planned to allow the Armed Forces of Ukraine to create private secure 4G/5G networks, ensuring fast and reliable data transmission.
"The experience of NATO armies confirms that the main advantage of secure networks is the ability to exchange multimedia information in real time (video, voice, telemetry), which increases situational awareness and ensures effective management of units," the explanatory note to the project states.
Secure networks are used in mobile command posts, allowing for rapid coordination of unit actions and data transmission even in a complex radio-electronic environment. Encryption and special protocols are used for this purpose, which makes it impossible to intercept the signal and disclose the content of the information.
"Reliable communication is vital for coordinating the actions of the Ukrainian Defense Forces and the General Staff of the Armed Forces of Ukraine during martial law," the document states.
