According to the DOU, the document calls for «immediate steps» to withdraw and stop supporting structures that the White House considers to be contrary to US interests. The list from which the United States must withdraw directly mentions the Science and Technology Center in Ukraine.
The memorandum, dated January 7, 2026, requires federal agencies to cease participation in and funding of the organizations to the extent permitted by law. The administration explains the decision by saying that some international institutions are promoting policies and approaches that are inconsistent with American values, sovereignty, and economic priorities.
For the Ukrainian center, this means the loss of one of its key donors and, accordingly, a reduction in the ability to support grant and applied programs. DOU notes that the decision also applies to membership fees and any other financial support from the United States.
The Ukrainian Science and Technology Center was established in 1993 by Ukraine, the United States, Canada, and the EU during the period of nuclear and chemical disarmament. Its mission was to engage former defense and military-industrial sector specialists in civilian research and to reduce the risks of the spread of nuclear, chemical, and biological knowledge and materials. The organization is headquartered in Kyiv.
