The idea came after the head of the city, where the developer lives, blocked him on Facebook. But it seems that not everyone liked this initiative, as the AI mayor was subjected to a DDoS attack.
Initially, using Claude Code, Bilozor created an alternative virtual mayor of Dnipro. But it was not an AI copy of Filatov himself, but simply a feedback tool between the city and the people.
«But the idea didn’t go viral. People lacked 'action'. Then I thought: what if I made real ones? I scraped Filatov’s public Facebook page — his posts and comments. I collected characteristic phrases, manner of communication, favorite topics, specific vocabulary, and created his psychological portrait. Anyone who has read his posts understands what I’m talking about. I added a knowledge base about the Dnipro: districts, infrastructure, history, and current problems,» says Denys Bilozor in a blog on DOU.
So, the developer wrote a detailed system prompt for Claude, added knowledge about the city to the agent — districts, infrastructure, history, current issues. And in a few hours of work, «Virtual Filatov» was created, which you can chat with at the link .
In addition to the AI-Mayor of Dnipro, Bilozor also created the AI-Mayor of Kyiv .
Regarding the technical stack, the IT guy notes: «Everything is built on Next.js with Claude Haiku (a model from Anthropic — fast and cheap for chatbots). A simple chat interface, an API endpoint that accepts messages and sends them to Claude with a personality context + knowledge about the city.»
After the AI mayor went viral on social media, a large-scale DDoS attack began. As a result, the server crashed.
«They decided to leave a message: „PWNED BY F1LAT0V......... DO NOT FUCK WITH DNIPRO.........“ Pwned (pronounced „póund“ or „poned“) is Internet slang meaning „completely defeated“, „broken“ or „put in place“ (comes from the English owned — to own/defeat). They also sent messages (made records in the database) with my address, hinting that they know where I live. This is not hacking, but simply sent to a public message method,» explains Bilozor.
The attack continues for the second day — and has now been successfully repelled, writes the IT expert.
«The bot is working, people are communicating, Filatov is still angry. I receive fake orders for goods from an intimate store in my mail and SMS in the name of Denis Filatov (although this is not my last name =) with my registration address in the city of Dnipro. That is, the mayor took the data of a city resident and transferred it to third parties (similar to collectors), who spam and cause pressure.»
