«Friends, my bill 14023, which abolishes the requirement for a second signature on certificates of work performed and other primary documents (with the consent of the parties), has been adopted! This is a significant step in the deregulation of business,» Hetmantsev said .
He previously reported that businesses have repeatedly appealed to the Finance Committee to review the requirements for signing acts of services provided.
Draft Law No. 14023 provides that when drawing up the act of the services provided, such details as the position, surname and/or personal signature of the person responsible for carrying out the business transaction on the part of the customer of the service are not mandatory, provided that such a procedure for drawing up primary documents is provided for by the contract and the cost of the services provided has been paid by the customer in full in a non-cash form.
Previously, entrepreneurs were required to sign bilateral acts of services provided, which the tax service requires during inspections. Their absence could be grounds for sanctions, even if the fact of providing the service was confirmed by payment, notes Delo.ua.
Bill No. 14023 establishes that the confirmation of the service provided will be an invoice signed by the contractor and its payment. It is expected to reduce the bureaucratic burden on business and bring the Ukrainian accounting system closer to EU standards.
