AMCU gave permission to Kyivstar to acquire GigaCloud

The Antimonopoly Committee of Ukraine has approved the second application of mobile operator Kyivstar to purchase cloud provider GigaCloud. The deal will take place subject to the fulfillment of a number of strict behavioral obligations that are intended to protect competition in the cloud services market.

The Antimonopoly Committee of Ukraine has approved the second application of mobile operator Kyivstar to purchase cloud provider GigaCloud. The deal will take place subject to the fulfillment of a number of strict behavioral obligations that are intended to protect competition in the cloud services market.

This was reported by the press service of the Antimonopoly Committee of Ukraine following the results of the meeting on July 9, 2026.

During the review of the case, the regulator analyzed in detail the impact of the transaction on the market and interviewed its participants, including competitors and consumers.

To mitigate potential risks, Kyivstar and its related entities have undertaken a number of commitments. In particular, the operator guarantees customers the ability to use GigaCloud cloud services regardless of which Internet provider they use.

In addition, the company is prohibited from imposing additional services on Kyivstar (for example, fixed or mobile network access) as a mandatory condition for purchasing cloud solutions. Consumers will also be able to purchase cloud services as a separate commercial product, and Kyivstar will report annually to the AMCU on the fulfillment of these conditions.

The agreement itself involves the conclusion of a corporate agreement between the telecom operator and the owners of GigaCloud — Nazlami Limited, Telliani Limited, and Zvityaga Limited.

Recall that this was Kyivstar’s second attempt to agree on this deal. The first application, submitted in September 2025, was rejected by the AMCU due to procedural inconsistencies. The operator submitted a second application in October 2025, and in January 2026, the regulator officially began considering the case.

Kyivstar is actively expanding its own digital ecosystem and cloud direction. Previously, the company acquired the medical service Helsi and a stake in the online taxi Uklon, and at the end of 2025 it began commercializing its own cloud platform Kyivstar Cloud. In the first quarter of 2026, the revenue of the cloud business of the subsidiary Kyivstar.Tech increased to UAH 192 million compared to UAH 105 million for the same period last year.

GigaCloud is one of the leaders of the Ukrainian cloud market, serving Kernel, the Prozorro system and the Kyiv Central Department Store. According to the results of 2025, the provider’s revenue reached UAH 561.4 million, and net profit increased 3.8 times to over UAH 130 million. On the eve of the AMCU decision, on July 8, the company also announced the launch of a sovereign cloud in Ukraine for the needs of the state sector, financial institutions and the defense industry.
