The Army+ application is planned to be turned into a digital center for military personnel — with electronic leave, referrals to military training centers, service data, and its own AI assistant.

Roman Zagorodny, the head of "Army+", spoke about the application’s development plans in an interview with SPEKA.

One of the key new features is to be electronic vacations. They are tentatively planned to be launched in 2027, provided that the necessary regulatory framework and technical infrastructure are ready.

Before this, the team needs to update the electronic military registration document (eVOD) and launch the first fully automatic service — obtaining an extract from the service record.

After the commander issues the appropriate order, the status "on leave" should automatically appear in the electronic military register. According to the plan of the "Army+" team, this will be enough for a serviceman to move around the country during leave — there is no need to additionally register in the CCC and SP. At the same time, this is still a planned function, not a current procedure.

They also want to significantly expand the eVOD itself. They plan to transfer data from the paper military ID card to it, as well as add information about assigned weapons, medical data, salary, issued property, passes, and state awards.

Another direction is the development of an AI assistant for military personnel. It is planned to train it on a special knowledge base, which, according to Zagorodny, will be checked by lawyers from the General Staff and the Ministry of Defense.

The system should operate locally, in a closed, secure loop, and will not have access to the Internet. The serviceman will be able to ask a question and receive an answer or be automatically redirected to the appropriate government agency.

According to Zagorodny, data security is one of the key issues for the application. He claims that "Army+" does not request access to the geolocation of the smartphone and does not collect data about the whereabouts of users.

If a serviceman loses his phone, after several incorrect attempts to enter the PIN code, the local Army+ data should be erased. At the same time, information about the commanders who approved the documents, their positions and ranks are not stored in the electronic reports on the device.

According to the project team, the application is currently actively used by 953,000 military personnel every month. Over 3.3 million electronic reports have already been submitted through it, and the share of active use of reports in the Armed Forces of Ukraine and the State Special Transport Service is 65–70%.

Almost 85,000 reports for transfer within the Armed Forces of Ukraine were also approved through "Army+". Over 750,000 servicemen completed at least one training course, and the number of electronic military registration documents generated exceeded 654,000.

The "Army+" team also estimates the savings of the military thanks to the "Plus" program at approximately UAH 1.8 billion.

In the long term — by 2028–2029 — the application is planned to be transformed into a kind of digital center for military service. Among the planned areas are electronic personnel records and automatic receipt of statements, digitalization of payments and referrals to the military service, recruitment, transfers and career development, as well as military support services and an AI assistant.

"A Ukrainian military man should not think about bureaucracy at all; he should receive fast digital services," Zagorodny explained.
