The occupiers have launched emergency roaming with limited internet in Crimea and the Kherson region.

In the temporarily occupied territories of Crimea and Kherson region, the invaders have introduced so-called emergency roaming due to mass power outages. This mode allows subscribers to connect to the networks of other local telecommunications operators, but access to the mobile Internet has been significantly restricted — users are only allowed to browse sites from a «white list» defined by the occupation authorities.

In the temporarily occupied territories of Crimea and Kherson region, the invaders have introduced so-called emergency roaming due to mass power outages. This mode allows subscribers to connect to the networks of other local telecommunications operators, but access to the mobile Internet has been significantly restricted — users are only allowed to browse sites from a «white list» defined by the occupation authorities.

This is reported by Russian media and resources of occupation communication operators on the peninsula. In particular, the details of the service were confirmed by the support service of the mobile operator «Volna» controlled by the invaders.

According to company representatives, in the event of restrictions on the main network, the subscriber’s mobile phone should automatically connect to another available network. In emergency roaming mode, only voice calls, SMS messages, and a limited number of Internet resources remain available to users.

«Emergency roaming only works for services from the 'white lists',» the operator’s technical support clarified.

The occupiers are trying to introduce a similar regime in the temporarily occupied territories of the Kherson region, where extensive damage to the infrastructure has caused long-term problems with electricity supply. Collaborator Volodymyr Saldo, who acts as the occupation head of the region, initially announced the introduction of a «technogenic emergency» regime, explaining that this will allow «to more quickly resolve issues related to the operation of life support facilities.»

However, Saldo later deleted his posts about this from his Telegram channel and the social network X (Twitter). The day before, he admitted that most areas of the left-bank Kherson region remained completely or partially without electricity after the shelling.

We remind you that full-fledged national roaming has been operating in Ukraine since March 2022. It was jointly launched by domestic operators Kyivstar, Vodafone Ukraine, and lifecell with the support of the Ministry of Digital Affairs to provide citizens with stable communication during power outages and hostilities without any restrictions on visiting websites. In contrast, in the territories occupied by Russia, the occupation administration uses any crisis situation to strengthen censorship and control the traffic of the local population.
