Who are they really looking for?
The first and main myth that Berestovy dispelled: the digital vertical does not need developers. The army is looking for product and project managers, technical writers, business analysts and data analysts — that is, people who know how to work with stakeholders and implement changes. The systems already exist. There is no one to scale them.
A digital officer is not a consultant
The position of digital officer is equated to the level of deputy commander or chief of staff — that is, it is a position with real influence, not an advisory role. If something doesn’t work out at your level — there is a colleague higher up in the vertical who is obliged to help.
2000 applications per month — and only 16% from IT
During the first month of the program, 2,000 applications were received, of which 800 people are already working in the digital vertical. But only 16% came from the civilian IT sector. «The reason is simple: IT people don’t know enough about us. In parallel, as dev.ua already wrote, the Ministry of Defense is working on separate contracts for IT specialists — so that there is a legal guarantee from the state, and not just promises. Last year, Deputy Minister of Defense of Ukraine for Digitalization Oksana Ferchuk said that the Ministry of Defense is planning an IT reform, which involves the introduction of digital officer positions up to the battalion level.
The main KPI is minus 50,000 occupants per month
