UPD. Svyrydenko told how the moratorium on inspections of Ukrainian businesses will work. It has already been approved by Zelensky
Prime Minister Yulia Svyrydenko announced that the National Security and Defense Council of Ukraine has decided to impose a moratorium on business inspections by law enforcement, customs, tax, and other control bodies. This decision was previously welcomed by Horokhovsky.
Prime Minister Yulia Svyrydenko announced that the National Security and Defense Council of Ukraine has decided to impose a moratorium on business inspections by law enforcement, customs, tax, and other control bodies. This decision was previously welcomed by Horokhovsky.
Svyridenko announced this on her social networks. According to her, thanks to this decision, control over business will be spot-on and will be carried out where there are «really high risks». She also announced the digitalization of the state supervision system to eliminate manual intervention.
«The prosecutor’s office and law enforcement agencies are already conducting an audit of open cases against entrepreneurs. According to its results, 30% of these proceedings have already been closed. Our task is to remove artificial obstacles that block business and prevent the emergence of new groundless proceedings», — Svyrydenko noted.
She said that the Government will submit to the Verkhovna Rada draft laws on business protection and reform of control bodies. They will contain amendments to the Criminal Procedure Code of Ukraine and other legislative and regulatory acts.
Svyrydenko listed some of these changes:
Only the Prosecutor General or heads of regional prosecutors' offices will be able to approve new cases.
Seizures of property and documents will be canceled if they harm the work of the enterprise.
«Pending» cases without evidence will be closed.
«These changes will give our entrepreneurs the opportunity to work freely and support the economy during the war», — the Prime Minister is convinced.
Recall that the moratorium on business inspections was previously supported by the co-founder of monobank Oleg Horokhovsky. «In a country at war, you can’t even breathe a sigh of relief, let alone prevent them from working. Only business creates jobs, pays taxes, and ensures the development of the state,» — Horokhovsky said.
The decision provides for seven draft laws that the Verkhovna Rada should consider as soon as possible to improve the business climate and stimulate economic growth in Ukraine.
Earlier, he was criticized by MP Yaroslav Zheleznyak.
«In short, it’s a 'Big N****' that has nothing to do with either the moratorium or the long-term», — he wrote. According to Zheleznyak, many of the new provisions were already spelled out in the law, and the NSDC decision does not provide for reforms of customs or the State Tax Service.
Danylo Hetmantsev, the chairman of the Verkhovna Rada’s finance committee, responded to his words. He acknowledged that the risk-based approach to tax audits is contained in the adopted laws, the National Revenue Strategy, and bylaws. But Hetmantsev noted that «consolidating the approach and its effective implementation are two different things».
«The President requires executive authorities to implement a risk-based approach as soon as possible. How can it be improved now? It’s very simple. Launch a full-scale tax risk management (CRM) system, which is already partially implemented by the State Tax Service», — said Danylo Getmantsev.
